South Africa’s decennial population census is a critical tool for understanding the demographic and socio-economic makeup of the nation. The 2022 census conducted between February and May 2022, aimed to provide comprehensive data on the population, capturing data on various attributes like age, gender, race, language, and dwelling type. Despite its comprehensive approach, the census faced unique challenges that affected its outcomes, highlighting the need for careful analysis and consideration of the data collected.
Despite efforts to ensure accuracy, the 2022 census encountered significant obstacles that led to an unprecedented undercount rate of 31% – a figure more than double that of the 2011 census. The Post Enumeration Survey indicated a net undercount rate for Africans at 36.7%, Coloureds 44.9%, Indians 72.3% and Whites of 61.6%. After weighting the undercounts figures were moderated for Africans to 31.3%, Coloureds 28.7%, Indians 42.1% and Whites to 24.8%. These adjustments to the census data were part of an effort to account for under estimation, but even so the adjusted data should be viewed with caution.
GeoScope suggested a variety of measures, including conducting a comprehensive review of the results to refine the data, particularly at a detailed level, and advising caution in using the current census data for development planning. To enhance the reliability of future censuses, alternative methods of estimating the population should be considered. This process involves using satellite imagery combined with machine learning algorithms to classify all types of dwellings across South Africa. Additionally, by integrating secondary data sources that are nationally representative such as household surveys, demographic attributes such as age, population group, and gender can be assigned to these dwellings. This approach facilitates the annual calculation of the population size as has been done by GeoScope.

These population estimates are weighted to align with contemporary demographic profiles provided by Stats SA as part of the 2024 mid-year estimates at the municipal level, ensuring continuity with official figures. The cohort-component methodology within the Spectrum Policy Modelling system was used by Stats SA to estimate South Africa’s 2024 mid-year population adjusting for limitations arising from the 2022 census. Additionally, household variables are derived using machine learning models to define the number of households from sources like Stats SA’s General Household Survey. The update of the population estimates is done on an annual basis.
