The state believes that by providing granular data it contributes to citizens having stereotypes. For example, access to granular Covid-19 might lead to people saying this is a “white” disease. The state therefore believes that it must protect us from ourselves by not providing granular data and keeping us ignorant as to what is going on with the pandemic in South Africa.
This goes against international protocols that South Africa is a signatory to. Open data and software allows researchers to answer critical questions relating to COVID-19 in the country and if the answers cannot be found, to raise further questions.
By not providing granular data to the citizens of South Africa it disadvantage them and inhibits them from taking the necessary precautions to protect themselves.
